to cut down on dust, first sweep it best you can,
then take a spray bottle and lightly mist the area with water to cut down on the dust rising back up.

of course if it is windy, then the solution is useless.

I was like "May be I should use bathroom for paintjob? No, my GF will kill me for that", now I know how to make a bathroom out of my balcony thank you!
