In my experience, even though not perfect, CPU's are a lot flatter than heatsinks/blocks. Also as you said, a block is a lot cheaper than a Q9650. If I were you, I'd try lapping the block at least a small amount, before lapping the cpu.

I have improved watercooling in the works as I just know that this chip has plenty more to give and which I am ready to receive

4.4GHz at 1.328v actual in CPU-Z feels so good and just rocks - I am so happy
