Is it necessary to replace the tim under the heatpipe chipset cooling assembly? Or is it good enough out of the box?

I've just been laying around with the preset Level-Up features since I got the board, but I want to start with XMP now.
How do you go about with BCLK? I've toyed around with it alittle, but is it like the old front bus, where you have to go slowly forward, or do you just set it to the desired value and hope it boots?
I have noticed I can have my system totally stable, then upon reboot it would be unstable, most pronounced in memory intensive stress tests, although I had not changed any settings.
I noted all memory settings in the BIOS, then saved and exited BIOS, then re-entered after machine rebooted and rechecked all values.
To my surprise, the RTL values were now different! Amazed, I rebooted again 5 times, and each time, the RTL Values changed by themselves!
*Just as note, I have my ram set at DDR3-1600 MHz / 7-7-7-20 1T
When set to 'NORMAL' the RTL's changed as follows (RTL1/RTL2/RTL3):

When set to 'AUTO' the RTL's changed as follows (RTL1/RTL2/RTL3):

The Rampage II Extreme does not allow you to set a fixed value for RTL's. Instead they can be set to 'AUTO', 'NORMAL' or a delay or advance value. This obviously means that the BIOS 'chooses' the base value for either "NORMAL' or 'AUTO', and again chooses the base value which it then delays or advances when you choose to. It seems that this value changes on reboot randomly without any other settings or the ram speed being changed.
This is a major BIOS issue, as I am unable to get the RTL values to stay the same between multiple reboots. I have tried both BIOS 1406 and 1504 and both exhibit this behaviour.
I didnt check what the ASUS applied stuff was like i just stripped it and cleaned it anyway. I re-mounted it iwth OCZ Freeze and Sekisui tape.
If you havent mounted the board in your case maybe test it wired up on its box and record the temps with everest, it they look to high its a quick job to put your own TIM on.

Asus don't allow you to set a fixed value like other manufacturers do. You can only set "Auto", Normal" or "Advance X clocks" or "Delay X Clocks" - all of these options mean the board chooses the default value, and this is where the problem lies. The board chooses a different value each time you boot even though nothing else has been changed.
To clarify, the RTL's were changing every time I rebooted, when I have not changed ram speed, BCLK, timmings or anything else. Just rebooted at the exact same settings and the RTL's were different every time.
This is very bad BIOS work, we should be able to set fixed values for each RTL eg: 59/60/61 and have them not change.
I'm going to make a small upgrade soon.... on Windows 7 and OCZ Agility EX SSD drive. Well are the network drivers on the installation CD compatible with Win 7? Did anyone try to install them on a clear win 7 installation? Thx
