Good luck and hopefully we can figure out your issue.
No problem richie and thanks for the reply/info. I will throw what I have tried into the mix

Bios 78DBA525(Latest June) will result in hang at first post screen with ACC enabled, no matter what OS.

With ACC enabled I can't get into windows or get to the first 39 mins screen while installing xp(slipstreamed sp2-3), or vista, or win 7 32bit, it hangs, no problem with just 2 cores, I can install or boot no problem. With any of these OS installed(using 2 cores) reboot/acc enabled I will hang just before the XP chase screen, but if boot in safe mode I can get in.

Installing an original xp(no slipstream) or xp sp1a(slipstreamed) disc with ACC enabled will result in a install and boot into windows with no problems with all 4 cores(this is what I have been using to bench). I have also tried original xp install and then a manual install of sp2/3(individually) and it results in a hang after reboot, if I uninstall I can boot into windows. Ubuntu 9.04 will install with 4 cores also.

I have also tried various acc settings, auto/per core etc no go at fixing problem. The cpu has been benched with 4 cores at 3.7/3.8
