Idle 47+ if I add anymore v its 58+, it defaults at 1.17 if take it up to 1.20 its 60+ I have double checked everything.

Yeap, that's really high. Same reading in both the OS and BIOS, I take it? Do you have another CPU to try? Maybe your board is faking it?
