I've had it, this more than I can stand!

I've changed the motherboard twice (EX58-extreme),PSU and graphics card and still have this problem http://www.youtube.com/watch?v=mdolaz3I_xE
It happens randomly when I turn off the computer and then try to turn it on!
It won't boot at all unless I unplug PSU out of power outlet!!!

This is my 2nd Mobo and still I suffer, I tried one stick of RAM (I have 3x2GB OCZ 1600MHz DDR3 intel Extreme edition) and still no go!

I've been building PCs since God knows when, and I've never had so much troubles with a product like this motherboard!!!

Can any one please help me !!!
