Dayum.. that template is bad. WAY too much VTT/Vdimm/ICH/IOH voltage.
And it's set to use a 17x mult 
You have to find out which multiplier your CPUs like respectively. Some run great using 21x, some run better using the 20x, and some hate 21x and 20x but like 19x.
Also you probably need more Vcore with an average C0 920 to hit 4Ghz - just remember to test 20x and 21x as one will almost certainly be better than the other (=need less Vcore to be stable at a given frequency)
