    how can i get it stable with ht on?

    Notice that your RAM is running at 1603 Mhz. If you multiply that times two, it is slightly faster than your uncore. Try running 190x20. This will keep your RAM running slower than uncore at 1520 Mhz. Enable HT and see if this works then.

    what about the voltages? to the dram, vcore and qpi/vtt?

    voltages seem ok.

    No leave uncore at 16x
