Are High FSB i.e. 500 on quads really need high vNB?

Ans: Yes for X38/X48 and NO for P45.

I order to get my Q9650 Stable I need nearly 1.7v vNB
compare with dual cores, E8500, need 1.65v vNB to Pass 10 loop IBT @ 600FSB.

with my old E8400 I only need to set NB to 1.28 525 fsb daily usage. But now you have said 1.7nb all things are more clear
