Yep, that's the voltages you should get doing stage 1. Penciling the resistance of the smd down (stage 2) should give you a little more than 1.3V loaded while doing stage 3 could make you max out at 1.39V.
Thanks! I shaded down to 297ohm, and am getting 1.28v core\1.15v mem. Ill see what kind of clocks I get with these voltages, and if I see a good gain from 1.23\2.11 Ill shade it down a little more.
