i really don't know what the problem could be you have tried so much but an out of range problem seems on dx10 seems very unlikely to be a video card problem. im assuming at some point you have already updated direct x drivers?
I'm back to 9.1 now and the issue persists. I'm getting a lot of help over at the techPowerUp! forums. You wouldn't believe what kind of weird twists and turns this problem has taken so far. Thisis epic. I've never seen anything like it.

Here's what's happening now...
SOMETIMES, after completely wiping my BenQ monitor drivers and doing a fresh install of the Catalyst 9.1 drivers, I am able to change my refresh rate from 60Hz to 59Hz. I was just messing around after uninstalling the BenQ drivers the first time I did this and was surprised to see that I wasn't given the usual "Out of Range" error. I decided to kept the refresh rate at 59Hz and run the 1920x1080 DX10 benchmark. To my disbelief, it ran just fine. No more "Out of Range" error. So I tried World in Conflict, but it still gave me the error. I checked the advanced settings and noticed that the refresh rate in-game was set to 60Hz and there was no 59Hz option.
So I left my refresh rate at 59Hz and rebooted...
Instead of my Vista login screen, I was greeted with the dreaded "Out of Range" error. So I rebooted into Safe Mode with networking and here I am right now. I'm just trying to figure out what move to make next.

No. I don't have another monitor or graphics card that will replicate this environment. The problem really isn't changing. It is still the same root issue.

24" BenQ E2400HD monitor - anyone else in the forum having prob's with this monitor and the 4870x2?
i was reading about this monitor in another forum and one dude was really pissed off that he couldnt watch hd video properly

yes but the causes are changing. if you can't even log into vista anymore tho without the issue then you could just get any normal card and set it to your monitors resolution. and if you can log in then its most likely an issue with the card. and if you have another monitor and it still has that issue then you know its not the monitor.
I have an old monitor that is VGA and won't do any resolution near 1920x1080, but that is it.

Also, I think that I will be able to boot into Vista if I pick "Last Known Good Configuration," but I'm afraid I won't be able to change my refresh rate from 60Hz to 59Hz after that. That is what happened last time.

odd. might be software related then. 59hz is an odd refresh rate and even if you force it CCC always likes to change it back to defaults. not sure how to fix it but the fact that changing the settings keeps giving different results makes me think its not the hardware. if you really wanted to try it you could try reinstalling the OS like someone already suggested.
At this point you really have to try a clean OS.
Next I would find someone, anyone, with a working PC and a screen with that res and try the card in their computer.
Alternatively, find someone with another monitor with that res that you can try on your computer.
I believe either there is some OS corruption, or that BenQ monitor is just crappy and not compatible with the card.
Ok, I'm back in Vista now at 60Hz with the error, the usual setup. I'm basically back where I started.

I'm going to call it a night for messing with this and I'll get back on it tomorrow. I do have a laptop that is only about three months old with a Radeon card in it. I'll have to double check to see which card it is. I may be able to connect it to the monitor and attempt running DX10 @ 1920x1080 with it.
What I do not understand is how it was working when it was set to 59Hz? That doesn't make any sense.

I was up until 5AM trying to get to the bottom of this problem, to no avail. However, today is Sunday Funday and we mustn't speak of issues such as this. My friends run a little computer shop right down the street and I will take my card to them on Monday. That way I'll be able to figure out whether it is the monitor or the card that is to blame. After I figure that out I'm going to call whichever company is to blame and open the gates of hell. Oh, and get an RMA.

I just got off the phone with the local computer place and they don't even have a monitor that does 1920x1080 so I wouldn't be able to test the monitor there. They guy also said, "Just bring in the computer and the monitor. So long as there's nothing physically wrong, I'm pretty confident we can get it working."
Uhh...I think there is something physically wrong. That's why I called him in the first place. Did he think I just didn't know how to install drivers and tweak settings?
So I guess it's back on the phone to other local places tomorrow to try to find somewhere to test my graphics card and/or monitor at. The first guy obviously didn't understand my proposed plan of using the process of elimination.
One more thing, what is the likelihood of this being a BIOS issue? A BIOS flash wouldn't really be very difficult, would it? What could it hurt?

Well you have tried almost every other option to try and fix it, so why not give a bios flash a shot.
