That's exactly what it is, both 4870X2 limit out at 1.371v. No matter what voltage you set (e.g. +1.4v)

I can confirm that now, just tried to set 1.4V and my DMM wouldn't give me any higher values than 1.371V, identical results (reference sapphire hd4870 X2). So this should be the OVP then? Curious if anyone can find a way around it...
