Yes, that is -26C in BIOS (-31C ambient or so) and I can't find a program that will read negative degrees within Windows, I've tried OCCT, Everest, RealTemp, CoreTemp, Speedfan...any ideas? They all either stop at 0C or report something crazy like 300C.

Have you tried realtemp. It is made by UncleWebb on here. Its my favorite temp program
