The very best cooler in that test has .15 C/W performance. While that is better, it's only 20% better. Being within 20% of the performance of the best cooler on the market probably deserves something better than "sucks".
The stock Intel cooler, by comparison, is .26 C/W - now that actually sucks.
More interesting to me is we now have enough info to say that the Phenom II at around 4G, after 10 min load (based on IoC's data) showed a rise of 17C (39-22). With a .18 C/W cooler, that says the chip is putting out 95W - a really exceptional result, and about half of what the i7 965 puts out at 3.5G.
That means that it should be relatively easy to use TEC cooling, for example, even at big OC. Using for example the Swiftech TEC cooler, we could get to 10C at the chip interface pretty easily, which should open up some nice headroom.
