Seems to me that it is related to your temps folks.
I am watercooling my i920 and never got the multi dropped below x21 when using turbo.
My temps are going 60-65 tops @ 4200Mhz.

I will give Prime 95 a run @ 200x21 just to make double check that, Screenshot will be here soon.
