miahallen you are talking about cpu thermal monitor option, that throttles down cpu speed while exceeding tdp/temp limits.
Turning off that option in let's say ex58ud5's bios you can use turbo regardless of temps/tdp.
The problem described in this thread has to do with asus m/b dropping turbo +1 multi even with "CPU TM" off.

You're right, neither one has to do with temps...this BIOS shot was from the Intel board with a 965XE.
