As they are the same stepping I would say that there may have just been some issues with the very early chips, but I will be able to tell that soon. I am getting a brand new i7 940 from Intel in a couple of days so I am eager to compare it to the existing one. If I can shave down the voltages to 1.35-ish range for 4.0GHz I will be reasonably happy. The 1.2xV chips for 4GHz are lucky even if they are B chips.
Now in terms of waiting, yes, you can wait, but you have to remember, stock on i7 920s moves slow, on i7 940 and i7 965 XE it barely moves at all so you may be waiting for a very long time for them to all flush through the market...
