Edit: also in my windows index it says Intel(R) Core(TM)i7 CPU 965 @ 3.20Ghz 3.70Ghz !

Has probably something to do with the C state settings in the bios. This should be off. In Windows Vista you need to set the energy settings to high performance. Otherwise the system will change multiopliers and you get very strange results.
