    I did some more tests today... at 21x200, and it didn't throttle back anyone, at least not on the same voltages/speeds as where it did before.
    I'm not sure what setting caused this, try playing around with the C-State option.

    For me it depends on temps. I do not throttle turbo off until the temps hit 85C - 87C. Once they do, turbo goes off.

    Remember, TDP limit is engaged based on the current, load, number of cores, and temperatures or a combination thereof. I'm almost 100% sure R2E is doing it at least based on current, load, and temps all together.
