Have lot of other issues though.., cant get consistency i 3D runs.., results all over the place...

Seems that 1.5 v-core bios (1.48) is limit for concistent results.., more.., and results go wild... no matter the cooling...

.., just met my goal..06 in 4.4ghz with little SS...

Your results are wild because the chip is starting to throttle. You won't see it though as by the time your benchmark run is done the multipliers are restored to 21x. The 1.46V at 4.2GHz is with a SS which means that your lower temps are keeping the TDP in check so the TDP limit is not getting triggered.
