Ah, you use your brackets the other way around, for pipe vertical usage. I'm trying to get pipe horiztonal usage. If I position my brackets the same as yours, it will fit and I can screw them in, but, the only recommended orientation for the HSF is the pipes at the bottom, which is fine, except one side of the HSF will hit my PSU.
The other orientation with the pipes at the top isn't recommended. If you still have yours out the case, and you don't have a CPU installed, try installing your bracket, carefully the other orientation, i.e. brackets top and bottom of the CPU, looking at the board as installed in a case, they won't fit.
It bloody annoys me as I spent the good part of a few hours removing the HPA on this board, repasting the NB and SB with Noctua NT-H1, carefully screwing everything together, now the damn heatsink won't fit. One direction the bracket won't screw in over the gray 1R0 devices, the other way the bracket fits but the HSF hits my PSU.

I think the solution is to buy the U12P heatsink, that way I could put the brackets the same as you and don't have to worry about the cooler overhanging the top of the board hitting my PSU.
It's annoying as Noctua lists the C12P as compatible with the Rampage Extreme, so I spent $70 to buy it and now find it won't install. Sure I can fit it with the pipes vertically but as I said, it overhangs and hits the PSU.
