The balance you are talking about is mostly for the Intel C2Q because that is a very schizophrenic processor. When the memory is in the cache then it is very fast, not in the cache it isn't fast. It has many tricks to hide latency for the slow FSB, most of the time these tricks work well but when they don't it will be slow.

the fsb has enormous bandwidth, it's just laggier than an IMC
FSB with several MB of l2 is perfectly acceptable
