I'm not sure about specific ICs used, but the g.skill models ending with Q (queen) are not as good as ones ending in K (king). As far as timings go, you should be able to do 4-4-4-12 @ 800 with either of them, and if you can OC the ddr2-800 sticks to ddr2-1000 then they would not run @ 4-4-4-12 at those speeds.

CAS latency of 4 clocks @ 800mhz = 4/800 s = 1/200 s

CAS latency of 5 clocks @ 1000mhz = 5/1000 s = 1/200 s

You don't need the (guaranteed) faster stuff at all for that OC but if it's the same price I say go for it. Even if you run it at 800mhz you should still be able to do 4-4-4-12 so you haven't lost anything. I don't have experience w/ g.skill so I can't say how much of a difference there is between K and Q.
