Not sure on GTL voltage upper safe limits, I started a thread about this but got no definitive answer other than each processor class prefers a certain value (none were as high as your 0.695x though). Have you tried all values from 0.61x to 0.695x? There is apparently a 'sweet spot' that takes trial and error to find.
