I don't know if you have already tried but just for testing purposes try "disabling" your GTL REF Voltage Control and just use the Auto settings. I've run a few different chips on this board (QX9770, Q9550, E8400, and E8500ES) and they were all capable of 450Mhz x 9 without using GTL REF Voltages (of course all systems are different but give it a try). Besides that your voltages look resonable (except maybe disable the "CPU VID Special Add Limit"). The 400/1600 divider seems to be the most reliable and forgiving so that is fine. You could also try testing just your RAM (using bootable version of MemTest or Windows version of Memtest), just to make sure your RAM is not the problem.
