Well there is a couple of simple reason for that:
1. people come to sites like this one to see what other people are using so they go and buy the exact same thing without spending days or weeks looking through the internet trying to figure out what they should get on their own.
2. the fans are only available in Asia and parts of Australia (it seems), it took me about a week to figure out that Coolermaster NL was completely useless when it came to getting any information out of them as to were I could purchase the fans from. It it took more time to find a place in Asia that would ship the fans to Canada (were I am located). So do you think people abroad would go to the extent I have had to go to get 20 fans? Probably not!
3. WC'ers and AC'ers are too skeptical when it comes to technology to try out new things, all the posts I have seen on this site and the one IanY posted suggest people are more willing to say the possibility the fans are 19dBA is a load of crap instead of buying and testing a new $12/$14 piece of technology.
So you guys can believe what you want, but I have the fans (all 20) in hand and so far I can tell you the are super quiet but push a lot of air; since I don't have millions to spend on a dBA meter I can't really test it but they are certainly a lot quieter than the Coolermaster clear LED blue 120mm fans I have in my Thermaltake case right now.
You can argue to disagree or disgree to argue, idc!
