I made a typo, I meant to say I can POST but not boot at 4.0GHz.

Anyway, PLL and VTT and vNB seem to have little to no effect.

PLL is at 1.58v, VTT at 1.28v and vNB at 1.35v. I can also get stable with stock PLL and VTT and lower (but not stock) vNB ... I just have them bumped up a bit to ensure stability.

Increasing them seems to have almost no effect for me stability wise. I agree my voltage is a lot, but I have 8GB of RAM @ DDR2 1083 keep in mind, and my chip may not be the best. Also, I have not touched GTL settings.
