I finished tweaking my Bios so I post my results in this thread too.
That's the Rampage Bios 0308 Settings for a full OOCT stable Q9450 @ 3.8GHz (screenshot in Q9450 O/C Thread):

If I were you, I'd go easy on FSB termination voltage.

Take a look at link below what happened. This applies to all 45nm chips since they all pretty much share the spec.
