Just finished playing with my E2140, which had a rather dissapointing hard FSB wall at 497MHz (tested with whole variety of board ranging from DFI Blood Iron, P5K, P5KC, now BlackOps) under subzero cooling (doesn't matter if it's SS- or cascade (-105°C) cooled). Playing with the whole spectrum of Vpll & Vtt voltages didn't help much, perhaps 1-3MHz FSB.
SuperPI 1M, 32M & PiFast 10M are fastest runs in E2140 category according to hwbot.org, Wprime runs weren't that good (due to usage of Windows XP instead of Windows Vista) but still claim the 3rd spot in both 32M & 1024M categories.
System:
- Pentium Dual-Core E2140 Q716A // IHS removed and re-applied
- Foxconn BlackOps X48 - G16 BIOS
- 2x512MB Crucial PC3-8500F @ 2.1V
- Sapphire HD2600XT 256MB PCIe
- 80W TEC
- PSU LCPower 6550v2 550W
Mem @ 2:3 divider 6-5-5-12, PL7, other secondary subtimings fine tuned. Didn't push the Vcore voltage as it wasn't necassery (this E2140 is prime stable with 1.31V @ 3400MHz)

Cooling:
- CPU: my old trusty R404a SS @ -47 ~ -48°C evaporator, die @ -25°C
- NB: water cooled 80W TEC, 8-9°C under load @ 1.66Vnb
- water cooling: EK-NB + Magicool 120 + 6kRPM Delta 120mm + Sacem 300L/h (cheapass crap waterpump, payed like 6€ for a brand new one)
