I am at =.1 so I will try moving it up to .2 to see if that makes it stable. I don't understand why the multiplier would cause it to fail since it already runs stable at 450 x 8 but then becomes unstable at 450 x 9. I am also going to try lowering the temps to see if that makes a difference too.

In that case, it shouldn't be needed.

I didn't really read carefully your post. But 4GHz is not something that easy to reach for a Q6600. 1.55V real might just be not enough for your chip.

Why don't you try some values in between 450*8 and 450*9 ? 450 MHZ is quite a big jump. Is there any reason why you absolutely want to stay at 450 MHz FSB ?
Maybe you should set your voltage at 1.6V, start at 400*9 and then increased the FSB by 5-10 MHz step and test the stability at each step.
