The actual voltage will show lower than what's set. Try bumping it up to 1.4000 and see what Everest reads. Also read the voltage when the CPU is under load to make sure it's not keeping the voltage low because it's idle.
Same thing, CPU voltage is 1.238V with CPU voltage set to 1.400v.
