Yup, that's right it's the same spec for PLL for both 65nm and 45nm:

- 5% 1.50 + 5%

Users are adding juice to everything - pll, vtt, nb, thinking that will help them pass prime or whatever. Obviously it's not the right thing to do, but I guess I can see how they are making this mistake when the lowest setting for PLL in many bios is 1.55v or 1.5v.
