Have you tried the settings here I outlined earlier? These are working with a QX9650 / Q6600 on an eVGA Board running the P03 Bios (XFX version).

Is the Vista a new install for this board and CPU or a drive change between the X38? As there are issues with Vista with 4GB> on installation, try leaving just one module in, get it updated and then add the other modules back in... had this issue here but now all working ok with the QX

I tried the QX9650 in my second rig (DFI X38) and it works just fine, the voltages can be adjusted and I booted into Vista and played a quick round of COD4, all was well.

I can change the dram voltage and the settings stick, it's just those two. I've tried the P02 and P03 bios', cleared cmos, and everything else you can think of, nothing helps. Any thoughts?
