I use a program called RightMark CPU Clock Utility. It displays the (VID) voltage ID of your processor so you can compare to CoreTemp.
On the CPU info page it also reads the minimum and maximum voltage values that I think are built into the Intel C2D processor.
Here's how my E6400 looks:
I've been running my processor air cooled at 1.48 volts, 7 days a week for a year without any of the degradation that people worry about. It would be interesting to see how this program reads the new E8x00 processors.
There's no degration going on. It's just a rumor.
