I currently have no dmm, so I cannot check real voltages. Any ideas? Do you see the same kind of overvolting?

First OC seems OK:

I also tried BIOS 12/28 and 12/18 but Vnb issue did not improve. With these BIOS versions I had huge instabilities when T2 Dispatch was enabled, so I'm back to release BIOS.
Sub-timing tolerance is often going to change from one BIOS release to the next. If you are able to run T2 Dispatch enabled with one BIOS version but not another the most likely reason is tighter timings for some of the NB registers that are not user controllable. When pushing the memory most set T2 Dispatch to disabled to improve stability. I set it to enabled when possible but not at the expense of memory speed or other settings that have a bigger impact on performance.

Get a hold of a DMM and measure the NB voltage and then RMA the board.
