I do remember (on 1602 bios) that sometimes, speedstep (or maybe EIST? the voltage was EXTREMELY LOW) was occasionally on when it was supposed to be disabled; my C2D sometimes had a vcore of 1.2v or something while idle (when it was set to 1.35 in bios).
