That was on cinebench 9.5, but I can't see the score jumping that much on version 10. I would bet the 14700 is the muticore score and we are talking about 2.4G vs 3.6G. What does the q6600 score stock is the question.
Cinebench R10 is significantly different. The stock Q6600 in 32-bit Cinebench R10 scores a bit higher than 2400/8600.
