Can you try 400 FSB x9 for a 3.6Ghz and let me know if that proc will do it?

I'll do some extensive OC testing tomorrow, I'm done for the night, pretty much conclusive that its 3 ghz stable at stock volts.

What rev mobo do you have?

Probably one of the oldest versions, its pre 1.85 MCH
