I'd avoid Sunon....I've never had a fan of theirs that was quiet at any setting. Both the 38mm and 25mm versions sold at places like PTS and PPCs have this 'issue.' Cathar has noted the same thing. Frankly, I don't believe silence/quiet is any sort of priority of theirs. They're quality fans, but they're just never quiet at any voltage.

I'll get around to posting data sometime, still not done collecting tbh (bit off more than I could chew, ran into a technical difficulty about a month ago that made me restart, and am just apathetic to it now [the fans I mentioned above are all winners in my book, and I don't think I'll find any more tbh]).

Yes, it's a very good fan. Mine has a really nice sweetspot at 1800RPM (12V) where it makes almost no extra noise over 1600RPM (which is also very quiet for the airflow, definitely among the best) but pushes a good 10-15% more air. Above ~6V it's a 'very good' to 'excellent' fan but down to 5V and below I'd only rate it as 'good.' Definitely a good fan to recommend. Comes with good rubber screws too.
