what does it do >>> simple
it makes your RAM run at the same frequency as FSB or higher. IF you have great clocking RAM and want to max it out you just bump the divider so that you can reach higher clocks on the RAM without increasing the FSB too high

hence my 24/7 settings are

E6700 @1.31v
360*10=3600MHz
RAM is running at 540MHz 4-4-4-x 2.25v with 2:3 ratio/divider/RAM frequency
