You can disable them, and then it will idle at turbo-speed, but you will get a bit more power-usage and a few 'C more heat at idle.
I'm not sure how big the power-usage is in reality, but I've been getting 32w vs 8w at @4.5Ghz 1.27, both according to real-temp.
