He is running the GPU in the 3rd slot, which gets the full 16 lanes (unless slot 4 is also used).

Classified E760 goes like this:

Slot 1: x16 (x8 if Slot 2 is also used)
Slot 2: 8x
Slot 3: 16x (8x if Slot 4 also used)
Slot 4: 8x (4x if Slot 3 also used)
