I got the exact same issue i need 1.38v in bios to be stable at 4Ghz..
If i decrease the vcore one notch i get bsod or errors after a few minutes in windows! My E0 is just really bad. Tried to get it too 4.2 Ghz just to see if it even could and it could do it.. Just needed 1.42v to be able to boot and run SuperPI
I tried tons of other bios settings etc but the ONLY way to actualy get this chip stable at 4Ghz+ is pouring voltage on it :P
