Looks like I may have found the culprit a butt load of artic silver spread all over and I mean all over the PWM IC's causing a short and yes one of them is discolored orange. SOB who RMA'd this board as not compatible so now I can get it to power on. Still have to connect all the goodies. I'll post back shortly.
