Both. It is rated at 7-7-7-21 1600MHz @ 1.9V, and that has been the best I have been able to do with the memory. I have gotten the memory stable at 1.80 V and 7-7-7-18, but that doesn't help much. (Incidentally, I turn the CPU down low, like to 6, to isolate the RAM while pushing the RAM.)
