not all e6600 of any stepping will hit 3600..and I find going from 3420(1.4625) to 3507 needs 1.52v..about .06...big jump
you will need to boost vcore and as you increase the chip may need a fair bit more vcore to hit that speed
also as you increase fsb the NB will need more volts
I would suggest setting vcore to at least 1.5v and see what you get ..but increase NB to at 1.42v to help reduce the chance the chipset is a factor
