I have the same stepping and my chip is scaling exactly the same 1.47v for 2.8ghz too. Does yours have one super weak core too? Somehow i don't think your cooling is working properly tho i have slightly better temps than you and i'm using air cooling. My comp is also in an enclosed case. mursaat,If I were you, (if you don't have it already) would go and get a NV Silencer 5 Rev.3. That will help a lot to lower your GPU, PWMIC and in-case temps. When I changed from a 7800GT to a X1900XTX stock cooler, PWMIC went around 10-12c down, all that with a much hotter card
Also, if the comp is for gaming, you can try and keep it at 334x9 and have an eye to the temps. A gaming/normal use comp rarely gets to the CPU usage that prime stresses, hence the CPU temps could be reasonable.
I also had to lower the mem divider, to keep vdimm for my BH-5 at around 3.1v. That also helped to PWMIC temps.
And... I would try lower vcore, 1.6v seems a lot for a CCB1E0609FPMW. 1.4v x 110/113% maybe?
Don't know too much about WC, but those temps seems really high. What ambient temps do you have? Maybe a remount of the CPU block?

I had an NV Silencer before actually. The fan started clicking though and when I went to this WC kit, I just WC'd the GPU as well to cut down on another fan. There are 2x120mm Yates up top blowing air out from inside the case, the little 80mm PSU fan blowing air out from the NeoHE 550, and an Arctic Silver 92mm fan on the back blowing air out. 2 92mm fans up front suck air in, and air gets pulled in from various gaps in the case as well. So airflow is actually decent, but there is quite a bit of heat in that water cooling loop.
I wouldn't run it at 334x9 all the time simply because this computer is a regular daily computer, but it is also on a DC project, using BOINC which loads up both cores 100% all the time.

What I do is start each thread with an equal amount of turns until I reach the spring. At that point there is no bind and the block can still swivel side to side. So I press down a little pressure on the block by hand and swivel it just a little to smear the thermal paste. Then I begin to tighten each side about 5 or 6 turns each and check it for swivel each time.
Once it won't swivel anymore it's tight enough I assure you. I give it an extra turn just for good measure but it's isn't necessary.

I finally got 2.9 stable...
I guess my core 0 really is a LOT weaker than other people's cuz it took a hell of a lotta vcore to get it stable.
2.9ghz prime stable at 1.57 vcore at 52C
Ambient was 24C
Any less vcore and prime would fail in under 30min only for core 0.
Btw guys very important question. How much vcore is too much vcore? Like when is it TOO much eventhough the temps are ok?

The general consensus is not to go over 1.6vcore on water and not over 1.5 on air. I don't go over 1.5v on air (testing) & 1.55v on water. I try to stay under 1.48vcore on air for daily use on air & 1.5v for water. But I typically keep my chips a while when I find a gem so I don't like to cook 'em. Typically as I said before, you should find a chips sweet spot and leave it there (Max overclock/Temp/vcore ratio). For me so far this is 1.392vcore 2907mhz.
