You won't notice a real-world difference between 8-8-8-21 and 7-7-7-21. The Dominators have better heatsinks but if you have your system passively cooled, I wouldn't pay $30 more for them. Go with the less expensive kit. There are also other 6GB DDR3 1600 G.Skill and OCZ kits that you might want to consider.
    CPU: i7 920 C0 @ 3.8 GHz HT, 1.25v

    Motherboard: Gigabyte EX58-UD5 w/ F9m BIOS
    Memory: 6GB G.Skill DDR3 1600
    Video: HIS 6950 2GB
Hard Drives: WD Black 640GB, 2x WD Green 1TB
    Power Supply: Corsair 850TX
    Case: Antec P180B
    Monitor: 30" Dell U3011 H-IPS
    Peripherals: Logitech Illuminated + G7 | Sidewinder X4
    Sound: Auzentech X-Fi Forte | Audio-Technica AD700 | Logitech Z-2300

    Do heatsinks make much difference?

I am thinking of getting one of these kits too. Which one would Overclock better?

It;s my experience with the C8 dominators that they will barely overclock at all. I can run them at 1635 and that's it. You pay a big premium for these chips over the regular XMS 1600 C8 chips and the only difference is the heat sink (Confirmed by Corsair on their forums).
I can buy 16G of OCZ 1600 C8 for the same price as one 6G set of dominators.

I think a better bet is to try out some OCZ platinum DDR3 2000 chips. Less expensive than the dominators.
I was really dissapointed with the dominators. No point at all in buying them over regular sets.

How about the OCZ Platinum OCZ3P1600LV6GK C7 kit Vs this Corsair TR3X6G1600C7 kit? Which would you guys choose? The OCZ is about $29 cheaper here, but I can't decide which kit to get.

What do you guys think? Would the Corsair kit overclock better?

I would prefer Corsair to OCZ.
