Question regarding slow boots from MB

I have read a few posts regarding slow boots with a P5W DH Deluxe in particular. However, I need to ask this question as it's been discussed before. If you own a PSU with more then one 12V rail can it become so saturate that it can cause slow downs? Let just say that each 12V rail is between 18A to 20A (on the high side I know).

Is it possible for someone with a PSU with one 12V, 60A rail with the same setup gets better performance out of their P5W DH Deluxe, E6600, etc then someone with 12 or more 12V, 18A rails using the same setup?
I hope I am making sense.

Don't know if this is relevant but I've found that if vcore is set too low then there can be quite a lag when starting up.

Well i use a quad rail psu, i dont see a difference from all the opterons ive used.

I really dont think a person using a single rail, high amp psu gets anymore performance than a multi rail guy.

    Here is an example

The first score in light blue is at standard clock E67. The dark blue is OC to 2.93 vcore 1.3375V. If you notice as I begin to OC my video card scores go down in both 2.0 and 3.0. Do this an indication of one of the 2, 12V rails becoming saturated? Inwhich my VC scores are a result of lack of current? All I did was run 06 striaght from boot. Turn it off, adjust for OC'ing, reboot and ran 06 again.
