with this method of pin 17 and 18, it will be better?

I'm not sure about this, but try connecting a varable resistor between pin 17 and ground for the droop mod.

with this last sentence:

pin 18 = 1.9V
with a resistance of 10k on the pin 17 to the ground, the voltage of the pin 18 jump to 2.3V. is it good or not?

Did you try conencting a varaible resistor between pins 17 and 18? You will probably need to set the variable resistor to about 28k for the droop mod to be the most effective.
